Public works are developed by the State.

In addition to all the above, we would have to emphasize that in various parts of the world there are companies specialized in what would be public works. Thus, for example, in the Spanish autonomous community of Andalusia there is the Public Works Agency of the Junta de Andalucía . Through it, the regional government undertakes all the necessary policies and actions regarding the construction and implementation of roads, public facilities, railways or any other type of infrastructure.

The implementation of a public work can be carried out in various ways. Sometimes, the State hires workers directly and is responsible for their salaries. In other cases, a bidding or similar process is carried out so that private companies present their development offers and the State chooses the most convenient proposal. Thus, public funds go to the winning company , which must be in charge of the construction.
