Proposal concept
The concept refers to the offer , treat or thought that is expressed to a person with a certain objective.

The proposal as an initiative, project or offer
Sometimes, proposals have multiple recipients. Suppose a non-governmental organization ( NGO ) launches a campaign to get people living in coastal areas to help clean the beach. The NGO 's proposal is to approach a certain beach with gloves and a bag to collect waste. This proposal, of course, is not directed at a specific person, but is intended to be as broad as possible.
