An exaggerated reaction to news is considered a "fuss"

The fuss is an exaggerated or excessive manifestation of feeling or emotion . The term comes from aspaventar , a verb that refers to intimidate or frighten .

What it is indicating is that it is necessary to express discontent and demand changes but without exaggerated words or actions or overacting.
